I’m under no assumption that City will drop off. Haaland will be fully integrated and they already got rid of quite a bit of players last season.

Premier League clubs are considering a spending cap that would link the amount any club can spend on wages to how much television money is paid to the lowest-placed team.
The proposal — called “anchoring” — would restrict the top teams to spending, for example, four times the amount the bottom club receive in TV money, though the exact proportion has yet to be defined.
The idea is to maintain competitive balance in the league at a time when there are fears of the financial gap growing between those clubs in the Champions League and new Club World Cup and the rest of England’s top flight.
Club sources say the proposal is one of several options around cost control but is being “seriously considered”. The plan is expected to be debated at the Premier League’s annual meeting in Hampshire on Tuesday and Wednesday. The proposal would anchor spending on player wages — the biggest expenditure in a club’s budget — to the amount the bottom club are paid, however some of the top sides are strongly against it.
Official Premier League figures for the 2021-22 season show the team finishing 20th, Norwich City, were paid £100.6 million in TV money, so if wage bills were restricted to four times that sum it would set the maximum at £402.4 million. The club with the highest wage bill that season were Manchester United, with £384 million, which would have been inside such a limit.
Also I can't imagine a lot of what City, Newcastle even Chelsea , Arsenal, United pay to their players are reported on their official wages
