It means fuck all. There's been games where we time waste more than should be allowed, sure.
But there are a ton of things that contribute to the ball being out of play. For arguments sake if one team had been really unlucky with VAR and every game they had massive delays that chart would show them down at the bottom, through no fault of their own. And that's just one factor out of dozens...
Edit: I mean, the ball probably wasn't in play that much in the Spurs game...because we had to wait for Lloris to pick it out of his next six times

I agree. What I was talking about was in theory, point being there's way more nuance than is suggested by that chart.
I mean we've taken the most corners in the league, that's going to have a pretty significant effect on the time the ball is in play and it isn't a "dark arts" thing.
Don't get me wrong, we've certainly taken advantage of the shit time keeping in the prem this season in a couple of games. But you can't boil it all down to a simple chart like that and then make assumptions on the style of the team.
