An easy fix is to completely remove the Eastern and Western conferences. Teams play each other 2 or 3 times and seed the playoff teams accordingly. 1 vs 16, 2 vs 15, etc.
Not only would it make the playoffs more competitive, it would also create new rivalries not possible before.
