But it's weird that a store in that particular city don't have all the proper taxes added to the price. I can understand if it's a national ad, but otherwise it's pure laziness and not customer friendly.

Basically, each level of government can add their own taxes. And they can do it for individual categories of products, too (tissue paper having different tax rate than paper towels, for a made up example). It means there is a lot for stores to keep up with and update every time any of those entities change a tax on something. It’s something that they should do, yes. It’s also something those same levels of government will never ask them to do because the opposing party will always campaign on them making it harder for small businesses. Shit sucks.
