You go with something very high in performance, the size and price balloons exponentially compared to the performance increase.
Higher performance means higher power draw. Higher the power draw, the bigger the battery is required, the more robust cooling is required, the larger the handheld needs to be, all of which add to increased cost. Even the size of the screen and whatever display tech it uses adds a significant amount of power draw. IIRC, powering just the OLED screen of the current switch accounts for ~25% of the total system power drawn while in handheld mode. Even faster storage can account for a significant increase in power draw.
It's a difficult balance especially when you want something to be usable by kids, affordable to families with kids, and has long enough battery life to not be an annoyance. It also has to avoid thermal throttling during extended gaming sessions, like what can happen with phones that are more powerful.

It’s not just the battery, it’s just incredibly difficult to build a handheld device that can dissipate much more than 20w~ of heat without being extremely loud and/or being uncomfortably hot in your hands.

Well, people have made portable rigs that use hardware comparable or better than the current consoles, but it requires a literal backpack for the hardware and battery. Iirc, they typically weigh like 40 pounds or more and get maybe 2 hours of battery life.
I think just the battery is over 20 pounds.
