Zion, Nance and rookie Dyson Daniels are the closest things the Pels have to guys who can do what teams ask of PFs on defense. Hayes is too dumb and weak on the boards, neither Jonas or Willy can really switch, Trey Murphy has the same problems Ingram does (but is better at it than Brandon) and everyone else is too short or weak to do it full-time.
e: Nance is played as a small-ball five all the time because the team doesn't really have any other options to do so and Willy is the only other center and his defense makes him near unplayable. Hayes physically can play both big positions, but he doesn't have the skills or instincts to do so at an acceptable leve.

He'd get bullied by the stronger PFs. One of Herb's biggest strengths is navigating screens and if he is matched up against PFs all the time, that skill will only rarely come into play.
I also place a high value on rebounding and boxing out from both big positions, maybe too much value. But they are something that requires a lot of strength to do effectively, so it disqualifies a lot of wings for me from otherwise being able to play PF at a high level full-time.
I typically agree with you on the whole, but then at the same time we have the likes of Aaron Gordon and Jerami Grant who play PF full time and aren't great rebounders at their position and it's not impacting what they offer their teams negatively.
