Some thick Brazilian accents might make the r sound like an h sure. In the second link you posted he’s actually saying the R, but the accent will throw off the untrained ear.
In Portugal that doesn’t happen, the r is clear. Standard differences. Like plural in some Brazilian accents will be pronounced plurau. Futebol is futibóu or as Google says futiboou.

On my pronunciation, the second R doesnt have the sound of H, I don't know how to explain the way I say it, it's like the spanish do it using the tongue movement.
For the second R to have the sound of H, it would have to be spelled Reirrom.
