I mean there is some change in the structure coming soon that allows for fans to purchase shares and actually get votes. However I doubt that the club would ever be really fan-owned (save that Ratcliffe is a United fan).

Ratcliffe has been talking about buying an English club for years. Was sniffing around Chelsea too. Not sure how likely he is to actually buy into United.
He (and his group of investors) came in with a big bid (albeit late) for Chelsea so he probably has nearly enough capital for it, and it's for a club that currently has much better revenue potential than Chelsea. Sounds like strategy and discussions over this have been going since May.
