No it was meant to be Rabiot plus said "elite player".
i think united lads have to come to terms with the fact that top players won't be joining their club any time soon. the only reason to join united at this point in time is the money--but if you're a top player, you can get earn the same amount or more at other clubs in the country while still playing at a high level.
