It's very likely that Mendes is the one who is putting the word out because he wants to get another big fee.
There's no doubt that Ronaldo is still a great player but there's a lot of cons with signing him.
He will ask for a huge wage which will destabilise the rest of the team as they will undoubtedly ask for more money when trying to renew their contract, he has a big ego than can be difficult to manage and he will always be a short term solution.
Very few teams are willing to invest that much for a player they won't be able to sell later.
In England, only Chelsea seems to be slightly interested, Real Madrid has no interest in getting him back with an in form Benzema up top and the young Brazilians on the wings, Bayern have said multiple times that they don't want him, PSG would seem the main candidate in the past but their signings seem to show that they are building for a long term future and they already have a very expensive player that won't get them any financial return (besides that managing Ronaldo and Messi would be a nightmare in the locker room).

Watched a Jeremiah St. Juste interview to the our club's TV. Really liked what he said. I had some decent low key signings this season.
Still upset by the value of Palhinha's transfer, we should have gotten more but he was always a player I expected us to lose.
Ugarte is a great DM, probably already superior to Palhinha and much younger, Morita is a different player but I think he can also play that role, Ruben Amorim seems to think that Essugo is ready to became a more constant feature in the main squad, he will have the opportunity to prove it in pre season.
I am just worried about our offensive line. We lost our best offensive player and top goal scorer from last season (Pablo Sarabia) and have yet to make a signing in the area. Marcus Edwards was very bright in the last months and is the natural successor to Sarabia. We signed Fatawu Issahaku in March, the boy has a ton of potencial and has a shot so powerful that makes PES 6 Adriano look weak but he still has a lot to learn coming from Ghana.
Trincão seems to be our big target, apparently he is desperate to join us, Ruben Amorim really likes him, he was his manager when Trincão truly exploded on the scene and made Barcelona sign him.
I like Trincão but he is another RW when Edwards, Issahku and Geny Catamo (who came back from loan from Guimarães and apparently will stay with the squad) already play there, on the left we only have Pedro Gonçalves and Nuno Mendes (who alternates between LW and LWB).
The bigger issue is that we only have two strikers, Paulinho and Rodrigo Ribeiro, who recently turned 17 and still has a lot to grow. Slimani is off the squad completely, apparently he apologised for his behaviour but after blowing two chances with Ruben Amorim, there is no turning back.

It was always going to be difficult for Ronaldo's ego to easily accept playing in the EL. I also agree with you that Ronaldo is still a great player who will thrive in a system in which he isn't asked to do much other than score goals. A system designed to exploit his strength while minimizing his deficiencies. I personally believe he would have been phenomenal at City. So I don't especially mind him staying. With a more balanced team (if we get the players we are trying to get) I think we will be a lot better than we were last season. But if he was to leave it opens up an opportunity for us to afford more changes in the makeup of the team.
