Tbh I'm not even sure how culpable Bout and Lawlor are for United's recruitment debacle. United doesn't have any discernable identity or philosophy on the pitch so they can't really recommend cheaper role players that could fit in seamlessly and become a cog in the machine. So we just go for the expensive players who look good.
Also, it's been documented that our scouts recommendations have been frequently overruled in the past. Varane wasn't our number one target for defence last summer. It was actually Pau Torres. And Ronaldo wasn't a scouting target either. Both were Woodward/Glazers picks.
It all goes back to the decade of mismanagement from the very top. If we had taken a step back, imposed a football structure and signed players to fit that structure, we'd have saved a ton of money and been in a far better position in the league right now.

I mean it doesn't suit their current way of playing...because they aren't set up to play with a striker.
Pep will change how they play, I'm sure he hasn't forgotten how to use a striker.

If someone younger with similar attributes to Kane was out there, City would get them in an instant. I think Pep would love to work with Kane, but obv Levy is the key to that coming off.
