Really takes away from games location. This is probably a way for UEFA to slowly integrate CL games being played in China or Qatar imo
Previously to go extra time and then penalties, the result in both games would have to end EXACTLY the same. Eg. 3-1 home, 1-3 away. 1-1 home, 1-1 away etc. Which just meant it was very unlikely. Happened something like 9 times over the last 10 seasons.
Now though regardless of home or away scores, if it's a draw on aggregate it's going to go extra time and penalties, which we all know are the most exciting parts of football (being sarcastic here, just in case it's not clear). So I expect a lot more tired slow extra times and penalty shootouts now. Very excited.
