The way the fed, states and districts have gutted education and funding (Or funneled it all to admins) teaching is basically underpaid 'glorified' babysitting. No one who has a real choice wants that gig. If you're qualified to teach you're better off trying to get on a tenured prof track or being a private tutor or anything else other than trying to teach an absurd amount of children with a lack of supplies and outdated bullshit. And I won't even get into the bureaucracy and parents that constantly shit all over you too.
