A single penthouse like that probably brings in better ROI than an entire apartment complex that's for actual affordable housing.

So someone that bought a $500,000 home 25 years ago was paying tax rates on $500,000 assessed value at the time. Meanwhile the person they sold it to 25 years later for $2-2.5mil is now paying tax rates on the new sale price.
