My country isn't a stranger to corruption, but I guess my context is that all counting is done by hand (quick counts) and within hours, basically that same night we have accurate results from every state. Then long counts happen in the following weeks to properly certify results, but I can think only of a single case (a local election at that), when a full ballot recount changed the outcome and it was only by a few hundred votes. And it's still all paper ballots.

So, all of those different votes have to be tallied up for 5 million paper ballots.

By that point Gore had already conceded so he had to retract that. Which is why now we get "too close to call" throughout the first night
