How do you even ethically legislate something like this for private for-profit companies? Practically telling them they're not allowed to monetize their service. No customer gives af if Facebook uses ads to target them. They really don't. Who's being hurt here?

I was under the impression this wouldn't have any impact on existing powers of Congress (Impeachment) and only impact the Executive branch (The DOJ). I thought they were saying that these prosecutions can only come from Congress.
