It's just that the conditions have changed since the last time it came up. I have zero faith that the Senate won't pass it (I will be legit shocked if they don't). They aren't going to risk the wrath of AIPAC. Biden is gonna do backflips to sign it.

How do they expect to ban it though, just taking it off apple and google stores? The kids that use it will figure out how to continue using it, or they'll migrate to an app that will no doubt pop up to replace it that's also outside the US reach.
Well it's highly unlikely it would actually get any sort of actual "ban" and just likely be divested like had they had originally had a deal to do back in 2020.
Now, if there wasn't a divestment by the deadline I would think the first option would be essentially be banning the dealings with any American companies. That would not only mean it would be removed from app stores but the removal of all advertising dollars or licensing deals with US companies. Would be a financial deathblow and divestment would be the only real option.

And balancing off excess supply is actually a sign of an inefficient grid; they lack the storage or transmission capabilities to effectively use all of their generation capacity. Generating a ton of renewable electricity during the day but still having to turn to peaking power in the evenings is not really what anyone wants.
