My skepticism comes from how much power they actually wield in Russian politics, especially compared to your oligarchs like the Koch Brothers who effectively function as a third political party as well as the multi-millionaires and billionaires in Congress.
Their power isn't political it's all about getting everyone in that inner-circle including Putin rich. Putin just does what he wants as long as they keep making money.

I don't get where the optimism is coming from. These sanctions are proving one thing to anyone not in the NATO/Indopac bloc: the US dollar can no longer be trusted as a safe haven for your central bank reserves

China's shifted much of their reserves from the dollar to the euro over the last decade plus and this experience is teaching them that even the euro is not safe from US pressure. This experience is highlighting what they have to contend with in an inevitable confrontation.
India is also getting a taste of it now. Getting pressured to sign onto these Russian sanctions. No one has floated any concrete details on punitive threats to get them to fall in line, but you're fooling yourself if you don't think policy makers in Delhi are already planning for contingencies.

The exchange rate for USD/Whatever is fairly on par to what it's been for a long time, right?

In the context of the inflation in this current market, if you fight inflation you essentially kill liquidity in the markets - what the world (and not just the USA) needed during covid was (and in some cases is) liquidity, especially the poorer countries. Liquidity means more inflation, it's a pick the lesser evil and I think USA got it right for the most part.
Now Fed tapering is going to kick in and inflation be controlled, without getting into a recession.
