3. Car lobby would never let us implement this. We would probably ban any other mode of transportation besides cars than discriminate against SUV owners

Just like the car lobby prevented the congestion charge from being implemented in NYC? The entire world is moving in that direction including dense urban cores like NYC. The younger generation is less and less likely to start driving at a younger age and thus defer buying a car until an older age because of multiple of factors but mostly due to cost. The US will always lag behind the rest of the world but stuff like this is inevitable.
My wife just had to pay $250 for a CT scan at an oral surgeon consultation to see if her wisdom teeth are impacted. She may get the money back by submitting a reimbursement to her insurance -- IF they decide she's covered. And that's just the consultation, she has no idea if she needs to get them removed unless she gets the CT scan.
