United, City and Chelsea are all strengthening significantly with proven quality players. Spurs are signing promising players but might be ones that will come good a few years down the line. Leicester have made good signings as well. But not of the quality City, United and Chelsea have brought in/will bring in.
This isn't written if Arsenal spent £50m on Benoît Blanc from France.
