The structure of the tournaments too tend to go towards more random outcomes with such a small amount of matches being played… like the team that wins the tournament plays a total of 7 matches. That doesn’t lend itself to the superior teams being better on a larger sample size.

Also, I think your point of “weaker” nations improving is quite salient. Individuals like Sepp Blatter and the previous FIFA regime tried a lot to grow the global game in emerging markets like Africa, Asia, and South America. That’s partly why he managed to stay on so long because their support for the “weaker” nations was so strong. It’s not a stretch to think emerging football nations improved due to the investment FIFA provided over the last decade or so.
