I'd imagine Spurs didn't even think of Conte as an option unti he suddenly left Inter, so in one sense it's reasonable that they approached without being completely clear on what is necessary. Not like they've missed out on some top target in the meantime

The sqaud was pretty much on its last legs but they milked a CL run out of it. Then Poch was sacked for a run of bad results and lack of squad buy in, which he predicted in the first place but never got the players early enough to prevent.
The appointment of Mourinho was just baffling too. His ideas were five years out if date as shown by his last few seasons at Chelsea/United. Spurs went from the very astute appointment of an up and coming Poch to a past it megastar.

It's not as simple as that of course. Spurs are arguably bigger now than they've ever been, and all successful managerial hirings can be argued to have a degree of luck attached. But still.

Spurs' appointments prior to Poch were all in the Mourinho mould. Sherwood, AVB, 'Arry Redknapp, Juande Ramos... All expensive celebrity managers who couldn't hack it at other clubs and Tactics Tim. Poch wasn't even some diamond in the rough manager either he was doing very well at Southampton so it's not like Levy and co. unearthed him from the French second division. Levy is not a football man, clearly.
