The worry is that Paratici is not comfortable looking outside of Italy and will just look further down the table to find a manager.

This is becoming increasingly evident. You're meant to be a top class DoF and all you know is seemingly one (not very good) league.
I would still consider Daniel Farke.
Did an incredible job with Norwich, knows how to set up a team and develop players. Usually tends to focus quite a bit on preparation, so the team is ready to deliever an entire season without any big dips.
Might not have the top level experience, but he worked with an incredible tiny budget and still did damn well, despite losing very important players.
Also seems to be involved quite well in the transfer process and knows exactly what the team needs.

Wagner is limited as fuck.
The thing is, there's hardly a guarantee that Norwich will stay up. Even if they're selling quality players, they won't shell out big amounts of cash and are operating rather conservative to get rid of old debts and the likes. That's why it was rather hard to do well the last time they were up. Just look at the money they spend compared to the other teams that got promoted that year.
