By barber Go To PostI believe this happens, to a lesser extent, in table tennis tooI don't know about the situation in table tennis, but I know that in figure skating it's mostly a spillover effect of the strict limitations on international participant limits. No country can have more than 3 representatives at an international competition - the Olympics, the World Championships, the European Championships, etc. The rule is obviously designed to keep the competition from being dominated by all of the skaters from the most well-funded federations; but it has the disadvantage of shutting out extraordinarily talented athletes from ever appearing in international competitions. For example, the depth of the Russian ladies field right now is enough that they could probably sweep the top 5 or 6 spots at the Olympics next year, yet half of them won't even be able to compete - and that's just the ones who still skate under the aegis of the Russian Federation. Many other women who could finish in the top 10, 20, or 30 places in the world would never have the opportunity to skate outside Russia if they didn't represent places like Belarus, Kazakhstan, Poland, etc.

Pairs, of course, is a whole other situation: two skaters who are compatible for whatever reason skate for the other's flag. It still requires all of the usual institutional approvals, but they tend to be rather lenient. It's more a team-like setup than the usual national identification.
Personally, I don't much care. But I'm an internationalist who can't even begin to muster patriotic sentiments.

When Luiz does something bad, he really looks like a complete clown, and they do happen a bit too frequently to be a truly world class cb. But overall he isn't a bad defender at all, especially with a manager that can scream a bit af him during matches. One of my favorite defenders of all time, just so fun.
