CI don't think it's a matter of being relative to the degree that you can argue anything. 'Flop', like any word, has a generalized meaning determined by its consensual usage, and, as you can see from just this thread, most people when considering Mahrez within his circumstances at Man City do not consider him a flop. Even if we ignored all the City fans (since they're wont to play apologist for any heinous activity that might impact the image of their Sport Brand), the general consensus is that he isn't a flop - all of that, of course, recognizing how much they spent for him, what they needed as a club, etc.
I also, as you mentioned, think it's worth comparing him to similarly expensive signings at similarly large clubs. In that 18/19 transfer season, there were seven deals in the 51-72m range: Jorginho, Fred, Naby Keita, Alisson, Pulisic, Mahrez, and Kepa. Of those, I'd put him as the second most successful (he also happened to be the second most expensive, but he's been much better than the more expensive player, Kepa).

They looked like relegation candidates under him.
Man management skills are probably more important than tactical at a big club, and Henry showed he didn't have any.
