Regarding Ronaldo, at 36, with time to run on his contract, in a window where clubs are still financially reeling from covid, I don't see how he leaves.

"These players are all contributing"? You're talking about hundreds of millions of pounds of transfers. Jorginho contributes. Pepe contributes. Keita contributes. They'd all still be counted as flops.
Rodri is the second most expensive midfielder in the PL. Would anyone rank him as the second best midfielder? Or even in the top 10? I've made my arguments about Mahrez. Cancelo and Ake, a combined 65m of transfers, for two backups. Cancelo's made a bigger impact this year, but as you say still a very hit and miss player. Ake managed 10 starts this season, and sure injuries have played a huge part but same for lots of players judged as flops. £4m per start? Could any other club just shrug that off?
Sure, none of these players are as bad as Mendy, or the likes of Mangala. But any club that's not City or Chelsea? They'd be terrible transfers

Let's start with what percentage of Mahrez's goals are game-winning goals compared to the others you listed. They all come out very closely. Mahrez does, admittedly, have the lowest percentage ... but by a very slim margin. He's at 29.63%, the median is 30.61% (Mane), the mean is 30.92%, and the max is 32.43% (Rashford).
Now, let's look into your 4-goal statistic a little more closely. First, you're correct that he does have a large number of goals scored in games where his team won when scoring 4 or more (19 total, actually, tied with Sterling, also at 19). But let's consider how many games his club won in that fashion compared to the other clubs hosting players you mentioned. Man City had, by far, the highest: 24. The mean was 17.2, the median was 14, and the min was a tie between United and Tottenham at 10 each. If you take Mahrez's total of 19 and divide it by the number of games won in that fashion in total by his club, you see that he arrives at a score of 0.79 - tied with Sterling for the lowest in the group. The median is 0.83 (Mane), the mean is 0.98, and the max is 1.4 (Son).
But there does remain the fact that a disproportionate number of his goals come from those games (a shocking 69.22%, when the mean is 39.06% and the median is 33.93%). There are two large caveats to that, however: first, the average number of goals scored when he's in the game is the highest of the group (2.83 for Mahrez, mean of 2.69, median of 2.68), meaning that he's disproportionately likely to be in (and contributing to) one of those 4+ goal-winning matches; and, second (and related), because of Man City's depth, he features more often in the rotation against clubs where the score is likely to be more disproportionate. His overall minutes reflect this status, with Mahrez amassing by far the lowest of the group (5079 total across 3 seasons, compared to a median of 7781 (Rashford) and a max of 8367 (Mane); the mean is effectively useless at 7281, since Mahrez drags it below the next lowest person in the group, Son at 7389), but his goals per 90 minutes are comparable to the overall group (0.48, mean: 0.49, median: 0.49 (Son), max: 0.54 (Sterling)).
Then there's the issue of price. Was Mahrez expensive? Sure. But it's not a very fair comparison to the other players you mentioned. He was the last of the group to arrive at their respective club, so his price, more than any other, reflects the steep climb of prices over the past few years. He was also going to Man City, a club known for having bottomless funding, so price negotiations would've been consequentially driven upwards. And finally there's the counterfactual conversation of: how much would the other players you mentioned have cost had they been traded under similar circumstances? I'd be willing to claim that Mahrez, in that hypothetical universe, would be the least expensive of the five.
Which finally brings us around to the relative definition of a 'flop'. For another club, for whom his price would've been more egregious, the entire argument might be different. Would these stats be good enough for them? Maybe not. But for that alternative club, every single one of these measures would be different: Mahrez would have more minutes (because of weaker squad competition), more goals (there's little reason to believe he'd be doing worse), and would be contributing to fewer matches in which they won with 4 or more goals (because no other club compares to Man City in this regard). But he's at Man City, with the numbers above, and that's just fine, because they don't need a player of that price to be the greatest in the world.
