Rama could indeed work as a mystery sci-fi limited series. The fact that nothing really is learned about the spacecraft or Ramans doesn't really matter. The whole story ramps up neatly until it escalates at the end and they have to leave Rama. Throw in a couple of nice set pieces and you have your 10 episode season.
Sounds like the best thing about Foundation will be the accompanying podcast hosted by Jason Concepción.
