HOWEVER, the affordable housing doesn't need to be within the same building/construction. So developers for billionaire row made a bunch of affordable housing in the Bronx, and got tax incentives out of the ass for their property on billionaire's row.
And that can be passed onto the owners! So an owner that has a $2.5mil condo in Brooklyn pays < $150 in taxes per year versus someone that owns a $250,000 home in the Bronx pays $4k/yr. Wonderful system, this.
