In San Francisco, the earthquake of the late 80s demolished a freeway running through what is now Hayes Valley. The city decided to do exactly as above and re-route US101 as a normal street and turn that area into a park/apartments/restaurant strip, and now it's one of the most populous and economically vibrant areas of the city. It's not perfect but man fuck a freeway running through downtown anything.
Same thing with the Embarcadero. The earthquake destroyed that freeway.

Buying and selling a home is stressful enough when you got options and the market is relatively normal even if a bit inflated. Buying something now? All around yikes. Even selling is f'ed depending on where you're selling from (not everywhere is somewhere folks wanna be and those people aren't going to see quick grabs and tons of a bids) because the timing will be incredibly shit if you needed to move into a high demand market yesterday. I know it's bad when Portland has 100k over asking. We got a shortage here for sure but the demand is higher than ever. To be honest it wouldn't surprise me if there's just an unsaid exodus from red states to blue regions from folks who can hack it. The Rona response was shit enough all around but red regions really took it to entirely levels of fucked.
True story: my first house we bought, we put the offer down pre market and before ever even seeing the house. Not even pictures. Everyone was trying to buy cause of the 8k tax credit and lower prices. 50 offers would be in on a property day 1 of listing. 90% of listing were bank owned and they were basically accepting offers with the most cash.

Not all boroughs are happy about it though as it seems to introduce congestion for normal automobile traffic around the more smaller streets so not surprising to hear that they reverted some of the ones they made available around kensington and chelsea boroughs after massive complaints.
