I can see why a Villa fan would be disappointed/annoyed, but I don't think there is any question that Mings has made a play on the ball so it seems pretty straightforward to me. Cash is deeper than Mings so when he makes his action Rodri is onside in every capacity.

I would view it in exactly the same way, Rodri is coming from an offside position. You cannot affect the game from an offside position.
Forwards cannot lurk behind the defensive line and then pressure the defender, from behind, on their first touch without hearing the referee’s whistle.
