I'd take Mustafi, I know he's dogshit but I think with a lot to prove and nothing to lose, he'd look at a short stint at Liverpool with relish and would raise his game. Naive, perhaps, but we aren't winning the league, and even a mediocre CB is better than none.
mustafi has all the qualities to be a great CB but he just has 1 or 2 lapses in concentration that leads to his "highlight" moments. He would probably be decent for liverpool as they aren't a team that is constantly under attack

Matip was exactly the same case as Mustafi back in Schalke. Constant lapses of concentration and everybody in Germany was thinking "What? Lol!"
But as is often the cases - quality around you leads often to more confidence, better play and less errors. Never forget - Mustafi was exceptional at Valencia and the WC 2014. As a cheap option it would work as well as Ragnar Klavan.
