That just tells you he's not high up the list of CB targets. Seems like we make contact on everybody on the list for a particular position and then put those lower down the list on a holding pattern in case we can't get the priority target (realise I'm pointing out the obvious here but whatevs).

It also doesn't help future bargaining power if you show regularly you're willing to overpay.
