By Kibner Go To PostThe up to six months before receiving it is what I was told when I applied for mine like 4 years ago. And I remember it costing more than $100, as well. Maybe things have changed, but that is what I had to do in order to go on my trip to Japan.you can do that by mail too
e: I can't remember the paperwork I had to fill out but I was certainly not allowed to just take it to the post office. I had to drive to a town 45 minutes away to go to a particular building to do my filing for the application.
