They probably call it "efficient" or something cute. Kind of crazy how close it is to that other house. That barely a person wide gap is a great little place for rats to chill on top of everything else. Wouldn't be shocked if the other home owner put up a fuss, that house basically stole a bunch of light into their home on top of just being an eye sore out the windows of that side of the house.
