Under the current circumstances I'd probably go to Chelsea before United honestly. Chelsea are working on a pretty cool project with young and promising players and a young manager. They also try to play attractive football. I don't like Chelsea as a club much, but it doesn't seem like a bad move at all for players like Sancho to make a move to Chelsea.
Sancho is going to United & Havertz is going to Bayern. Chelsea are below the stature & level of both those clubs & will be lucky to hold onto a top 4 spot.

Chelsea have won the PL recently, and united have not
Chelsea have shown that they can consistently weather upheaval and still win, while united have completely failed in that.
I would be shocked if a player chose United over Chelsea given similar wage offers, I reckon United would need to offer significantly more money to get players to come in such a situation.
