Think they've re-signed these players knowing full well they'll have no money in the summer and are hoping they just have enough bodies around and their youth come good.
They've got Nketiah, Maitland-Niles, Smith-Rowe, Martinelli, Saka, Guendouzi, Willock and Nelson all around the first team already. Obviously the odds against them all succeeding is very low, but there's a few that have done alright already, have played for a while, have been on loan and got some game time. It's a prettier youth situation than a lot of clubs, and I'm presuming they just hope Arteta's good enough a coach to get them in the first team and use bodies like Luiz and Soares as back-ups.
Saliba joining next year too means they have him, Chambers, Mari, Luiz, Mustafi, Sokratis and Holding as options at CB, assuming they don't sell anyone. It's a lot... but then they do seem to have an abysmal injury record so maybe they need the cover. I think if they can rally next season and get top six, they'll be happy.
Not great for a club of Arsenal's aspirations, but I think chairmen are going to have to realise the PL is utterly stacked due to the amount of money coming into it over time. We can argue about how poorly the likes of Arsenal, United, Tottenham have spent their money, but the fact that the top 4 became a top 6 and now clubs like Leicester and Wolves are able to fend off bids unless it's for ridiculous money means it's only going to get more competitive. There could theoretically be a difference of only a few points between third and eighth or something this season; it's likely to become like the championship play-offs.

Sooner or later, Arteta is going to leave and the cycle will just start again. Sometimes I look back at the later Wenger years and teams he managed, he had a lot of shit players there running down their massive contracts for too long, but he made it work and got us into the CL pretty much every season. In hindsight, Wenger is one of the reasons for the club's decline but it's not just him, it's the entire structure of the club and I wish David Dein stayed on to help the club progress into the modern era. Now, I think Arteta is trying to change the structure but he's just one voice of course and I'd like to see a more progressive, modern board help him to achieve that. I know I"m just tl:dr the article posted above, but basically:

Think Arteta just has to hold firm and use the players he wants to use as much as he can. If that means playing the youth, then go with it. He’s not the first manager to have Ozil sitting on the bench, so irrespective of the wages they’re paying him there’s precedent for leaving him out. I doubt Luiz and Soares were his priorities in signing, and neither should be expected to be part of his first team.
Just gotta hope all that yoof are up to scruff. For me, sorting Auba and Laca is a priority. The two can’t play in the same lineup.

And even then, you'd expect at least a couple of seasons for them to settle down. As Arsenal show, building a proper football structure is no mean feat. You only need to look at City's initial flailings, like trying to buy Kaka for 100m, getting led round by the agents of Rooney & Terry or Mark Hughes buying like 20 mediocre strikers to imagine they won't be transformed overnight.
