City could do much, much worse than Rafa. There are literally no other available options with his CV. And we've really never seen him in a situation where he'll be able to spend a substantial amount on transfers. It'll be interesting to see who's coming and going if he is appointed.

And yet at the same time he has undeniable talent for European competitions. Our group stage performance in last season's CL was unbelievable to practically everyone. This year, we're further than we've been in Europe since the days of Maradona. The match against Wolfsburg was our finest performance of the season.
He knows how to make an otherwise drab looking squad appear magnificent on the biggest stage. City is a club that could certainly benefit from a bit of that, though they might sink to mid-table in the process.

Do they only want him for a season, while Pep concludes his contract with Bayern? Rafa would be ideal for that role, and he might win them a trophy while he's there. I doubt they're looking to Rafa for a vast revitalization of the club.
If I was in charge, however, I'd hire Bielsa to give those overpaid sloths a kick in the teeth.
