I wonder how much of it comes down to simply how large the country is and the federal structure of it. Perhaps the infrastructure just isn’t there. Russia’s 100+ ethnic groups have lots of autonomy in their own provinces and Moscow mostly leaves them to their own devices for certain things.

America just dipped below 2mil vaccines administered per day and demand is cratering with states requesting a much smaller allocation of vaccines. Hope for a 70% vaccination rate by July is out of sight now and we are looking at August at the earliest but that's way too optimistic. The entirety of the midwest and south is flatlining in vaccinations. Big fucking sigh.
