But even a month ago there were going to be people in certain areas that saw their government giving away vaccines when they were struggling to get one scheduled (and some even still are) and for those people the optics are really bad. Maybe telling those people something akin to "These aren't as good as the ones we have so we aren't going to use them" would work well enough but in today's world of not reading past the headlines and "look at what the other party is doing to you" news.. ugh.
