Yes it would. In principle it gives advantage to the attacker. However the more interesting thought experiment is how teams would tactically adapt. My initial thought is it might cause teams to drop back, but I don't think that will help them. I think in the longer term it will force teams to go for it.

Even worse it makes it like 50 times more difficult for a real life linesman to decide, if not nigh on impossible. So in games without VAR you're fucked.

Let's say they do a foot of leeway, they will still do these millimeter calculations to see whether it was just under a foot or just over a foot
