I was reading a theory on twitter by Ezra (not someone I would think of as knowledgeable on this area), but it seems legit. Iran, now more than every, need a nuke for safety. This was made even more clear when we just up and droned their #2. So it behooves Iran to not fully retaliate here because it gives them time to push ahead with regards to a nuke.

When Trump is gone, whenever that happens, they'll not see the benefit of a hesitant and divided America behind the talking anymore. Even the big hawks weren't committed.
I'm not thinking Iran's current government has that kind of window though.
