Narrative and public opinion gets more done here, and faster, than anything else. It's why Im incredibly inpatient when it comes to people talking about ICE and their state relationships. Whether it's immigration, housing, guns, public health, crime, etc - if the national spotlight is put on those topics then everything below takes a side damn near instantly.
Congress can be conveniently toothless all they want, but states still have to act on national level dialogues as those officials are more immediately effected. This isn't some dramatic or bold take either. There are swing states that need to have congressional pressure put on them *now*. And nothing would require a senate or house vote either. No state level or department representative wants to answer questions about their job in Washington.
The idea that things require a full bill to happen is an excuse for inaction. Always has been. Also, the things popping up don't require 'new' anything. All the more reason "why aren't you doing your job" is a threat that isn't used enough.
