I'm not talking about sending Chinese students back to overthrow the regime or anything like that, but rather US-educated Chinese citizens should be one arm of an overall large and long term plan that attempts to undercut Chinese economic gains by continuing to make the US a more attractive and desirable place to move both capital and humans to. The students come in by convincing them to settle in the US permanently rather than just come there for an education. A long term plan that aims to institute a brain drain and capital flight away from China while the US simultaneously invests in improving its image abroad, technology and science (particularly AI), and infrastructure.

I think it can work if the US plays its cards right and thinks long term. Obviously you won't see such changes in the short term. Contrary to what most analysts think I believe the US is well positioned to take on China this century for a few key reasons, with the largest being shifting demographics and immigration that favour the US, while China's population is supposed to peak in 2030 and start shrinking. They're going to end up like Japan and stagnate for the rest of the century with a constant threat of economic and stock market collapse, and the regime knows this. The US still reigns HEAVILY supreme in soft power and is viewed as the premier immigration destination, another thing that China does not have.
There's nothing about any of that which substantially undercuts or effects China's economic growth though. Even in the best of scenarios where you somehow convince people to ignore the money and expedite the immigration processes of their families - it doesn't do anything for the wholesale industrial/technological theft. Studying in the US is just one option of many too so like.... When it stops being advantageous, it likely sees a huge drop off.
Hard to say that the majority who are enabled/encouraged to study abroad even would want to stay here anyways. Its a mixed bag of course, but being privileged in the US isn't even that special anymore. Being top of your class here is nice, but returning home with that under your belt guarantees someone far more immediate benefits. Also, acclimation and cultural differences are kind of a massive hurdle for people who show up with the option to leave. This isn't the same generation that saw the Tiananmen Square stuff play out either.
There's lot about all that that I disagree with fundamentally though. A lot. China/Japan are entirely different spheres. That's not a solid like comparison in any way. If there's any economic fall off, the people are going to feel it are at the bottom. And it won't be a stated depression or market crisis, it'll just be another case of millions of dead/displaced and unreported. That regime isn't going anywhere. Maybe a new friendlier paint job at the worst.
