The reality is that healthcare and loan repayment can and should be granted to civil servants and people working domestic infrastructure jobs, and a part of that is redirecting money from the military into efforts that will have a tangible effect on both the poverty rate and crime rate (money in community, access to healthcare, egalitarian education).
Part of that point is proven by the Army Corps of Engineers as you mentioned, who are generally one of the largest domestic contractors in state level jobs. No specific need to attach that sense of domestic civic duty to the military, this ain't a Heinlein novel.
It's not slashing the military budget for the sake of it, but redistributing the funding to make domestic jobs and communities more solvent with a pipeline that doesn't specifically funnel the poor into the military.
