Going back the foreign policy stuff... I agree with toe, to an extent. The world is far more complex than it used to be. You only had to manage the relations between the few countries that could reliably get a ship to you whether it was loaded with soldiers or skins once upon a time.
Its something I'd like to think more on. Internal and external affairs are far too complex and a bias in one often means hell to pay in the other.
