Having checked with our DMC hype man Matt Walker, I can confirm that DMC5:SE will support 4K@60fps when RT is turned off.
To recap:
4K/30fps with Ray Tracing ON
1080p/60fps with Ray Tracing ON
4K/60fps with Ray Tracing OFF
Up to 120fps with Ray Tracing OFF

These are a couple older articles, but they probably are still relevant. Key point in the quote below:
Let me start off with a simple example of files sizes for a relatively modest 2048x2048 texture—or a 2K texture size if you prefer. If you want to store a texture without any compression, that would typically mean a 32-bit value for every pixel: RGBA (Red, Green, Blue, and Alpha—alpha being the technical name for transparency). That's about 4.2 million pixels and 4 bytes per pixel, and we end up with a nice round 16MiB file size. Now imagine all of the models and textures in some of the larger open-world games out there. If every surface used a 2K uncompressed texture, even with 150GB of textures there would still only be room for 9,600 unique textures.
Okay, that actually doesn't seem too shabby, but remember that's for 2K textures. What if the game wants to use 4K textures (4096x4096 resolution)? That would quadruple the file sizes, or cut the number of unique textured down to one-fourth as many. 2,400 textures in 150GB, or only 800 textures in a 50GB game. That doesn't seem like nearly enough for a modern game with lots of unique environments, and it's not.

The ps5 keeping file sizes the same or in some cases shrinking them is yet another stroke of genius by Cerny.

Yeah it's detailed in the second article I posted higher up.
On top of that, textures are also growing in complexity. "In 2005 you had a texture, just a texture, which is what later people would call a diffuse texture, but it's just a texture," says Tripwire Interactive president John Gibson. "And then in the next generation, you have a diffuse texture, a normal map texture, and usually a specular—like a 'shininess' texture. So not only are you using a higher-resolution texture, because video card memory increased, and computer memory increased, but you also have three of them for every object."
Edit: I don't know if PBR added more texture data too, truth be told, I don't even know how PBR works. Still seems like magic.
