Upped the res to 1800p, and I'm getting around 75-85. Feels really smooth overall, but there's some jank to the on-foot controls that spoil it.
The driving feels good though, even steering with WASD, I got 1st in the infamous race mission.

Some of the character models could be better, but it's weird and really depends on the light.
Gameplay is kind of a mixed bag. Original game was a product of it's time, but I expected more from them now. Melee is fucking atrocious.
Shooting is fine enough and doesn't stand out one way or another.
I felt let down at first overall, but once I played some missions, I felt right at home. The story is really good even after all those years. It helps quite a bit that there's a huge variety within the missions and you don't have to repeat the same nonsense every time.
Of course you'll have to accept that you'll be driving around quite a bit, but with the better OW it feels good enough.
Overall it feels like they could have invested more money + manpower and could have easily asked for full price, if they tackled all those flaws and brought in some additional things.
With what they delieverd, the price feels fair. Still a great game that didn't get the best remake treatment, but obviously far better than the usual "remasters".

Or maybe there's some fuckery with Ryzen CPUs (I think Mafia 3 had some issues with them back in the day too). It really feels near flawless on the performance front for me.

There are some scenes that will definitely stick with you and it definitely made a bigger impact that some better games.
It's definitely a game that should be played, it's a divisive game but it has a good intention and it's a pretty fucking bold attempt to explore the horrors of war.
