Either of them during winter would cost an immense amount of money. Sancho alone would nearly eat up the alleged winter transfer budget mentioned above. Would make sense in case you want Sancho that badly.
Same can be said for Havertz. He would be cheaper for sure, but would easily eat up more than half of your budget.
Considering you've got quite a few positions to sort out, I think it would be smarter to invest into depth.
In both cases it's possible with a heavy amount of money. Havertz is supposedly already pretty far with Bayern for a summer transfer.

Yeah over the summer the news was that Havertz would be Bayern bound in the summer of 2020. Doubt Chelsea stand a chance if Bayern are in the race honestly.
