It's a false narrative... there is a script that is followed. People get big heads from people telling them how great their Japanese is when they say something or how strong they look. But try to get an apartment or something and get told the owner doesn't want to rent to a dirty caucasian and things become clear quickly. they make sure you know where you are welcome and where you aren't. It's fairly passive aggressive at times so people might take comments out context.
