It's got some pretty nice graphical improvements, mainly lighting, animations and rendering quality which are sorely needed. But the most interesting part will be the gameplay changes. The current system, while robust, benefits from specializing into a single ability because you are limited by the socketing system. So say you pick whirlwind, you add the max 5 support gems to it, then the rest of your equipment becomes utility or movement skills because you cannot add as many support gems to those. There is more nuance to it, but it's roughly how it works.
The new version will allow you to add the same max number of support gems to every single skill, and you got 1 slot for every piece of equipment and all of them work with each other, so skills that were previously limited to support or utility can become main damage dealing skills, and you can have more than one at a time. At the very worst, it should help with the flow of the endgame and gets rid of the monotony of single damage skills, but I expect it to open up so many more build possibilities.
We don't have many specifics, but they are also adding a ton of Ascendencies (which are basically endgame specialization passive trees. There are 19 currently, and they are adding 30+ so you do the math) so hopefully they make most of them worthwhile. New shape-shifting abilities, better designed bosses, and other goodies, so it's looking like quite the content landslide, just like they did with 1.0 release.
In essence, they are saying "here's double the content within the same launcher with improved graphics and mechanics", so you can kinda treat it like a gfx remaster and mega expansion rolled into one instead of a traditional, start from scratch sequel.
My personal preference would've been going back to the harder, slower version of the game, but we are 18 expansions into it at this point and it's understandable that they didn't want to compete against that.
